Start with the house or the star, which have the fewest dots.

Why the picture matters
Counting to twenty on a worksheet and counting to twenty around a rocket are the same exercise, and children treat them completely differently. The picture supplies a reason to get the order right, and it supplies immediate feedback: a wrong turn shows up as a line across the middle of the shape long before an adult says anything.
Skip counting is the real prize
Counting by ones is a starting point, not a destination. Counting by twos, fives and tens is what makes multiplication reachable, and it is far easier to learn as a rhythm than as a table to memorise. Every puzzle here can be relabelled without changing the dots, so a child can meet the same rocket four times and count it differently each time.
